Add 410 HTTP redirect to Redirect UI

We should be able to emit HTTP 410 directly from the Redirect UI. It is extremely useful during migrations, i.e. to "shut down" a bunch of URL patterns that are coming from the previous CMS.

Web Delivery - Redirect - Ordering of websites
