The Featured Image focal point tool is incredibly useful for quickly positioning the subject of the photo for a variety of photo-container ratios (e.g. landscape, portrait, square, etc.). However, the Focal Point tool alone lacks the ability to finely tune the crop and zoom of a given thumbnail, which some editorial teams need.
For example, for a given promotional thumbnail, an editor may want to perfectly frame the face of a person in a 1:1 container. This cannot be accomplished consistently with the focal point tool; depending on the size and ratio of the container, the image may end up containing much of the photo background, or the photo may be too zoomed into the person's face.
A cropping tool, to supplement the focal point tool, should allow for more finely edited promotional thumbnails. This should be available in both Photo Center as well as Composer (in the basic image options).
