Context: Photo Center is used as the Photo archive for the newsroom, ie it is the master repository of all pictures.
In a standard use-case, pictures that will be used in the print will be inserted in the Arc story and consequently, the pictures are sent when the story is sent to the print CMS.
Nevertheless, there are some use-cases where the picture used to illustrate a story in the print edition will be different from the ones of the web edition. 2 examples:
Photos for the frontpage: There is no story in the frontpage, only illustrations and titles. Frontpages are not edited in Arc. The layouter will be in the print CMS when he chooses the picture for the frontpage
Last minute update: in case of breaking news, close to print deadline, print desk who is working in the print CMS may choose a different picture
Naturally, there is a workaround to send pictures from Photo Center to print CMS by downloading image from PC and then upload in print CMS.
Nevertheless, it would be a lot more user-friendly if there exists a button in Photo Center that a user can use to send a picture to print CMS (a bit like the button 'send-to-print' in Composer that allows a journalist to send a story to print CMS directly from the editorial tool.
