Saving a gallery with no Circulation causes that gallery to not be available for any users who does not have permissions for "All Sites."
As implemented in Composer, the option to require Circulation to save a gallery , and a primary website in order to Publish a gallery, would improve workflow and improve user experience, without compromising multisite permission advantages.
