This idea stems from an Arc ticket, in which Photo Center search results apparently do not support searching with double quotation marks when trying to use multiple words to find something specifically in the library.
At the moment, if you were to search "Orange County Sheriff's Office" with or without quotations, it will result in the same results, in which it finds all photos in the library with either "Orange" "County" Sheriff's" or "Office" in them.
This idea is to bring this functionality into Photo Center to meet parity with other Arc search fields that support this.

It's incredibly frustrating to not be able to narrow the search with quotes. Troy is 100% right, it's searching all the words individually, not as a group, so the search results are FAR too broad.
For some reason I can't vote but hopefully this can be counted as one!
