The above experience (screenshot) is now in Sandbox (1.71) with the new gallery edit experience. This will be in Production on 1/26/2022. I will be marking this as complete.
In the new upcoming gallery edit redesign, users will have the option to select whether they want newly added images to be added to the top or the bottom of a gallery, since we get both asks. Default will be end of gallery.

Maybe we'd offer an option for new images to be added the top or bottom of a story.
