When a user in Composer attempts to add an image to an article, the Photo Center lightbox display currently does not show photos, based on Distributor, that cannot be added.
Rather than not showing them at all, causing a user who made a mistake in uploading an image to re-search or go into full Photo Center and track down the problem, those photos should be displayed but in a grayed-out state -- still unable to be added but giving the user a contextual clue as to that problem (distributor).
