We have noticed any page under "/preview" is viewable by anonymous user.

It is not ideal environment, and this issue might cause security issue. Such as paid contents can be viewed by anonymous user.
We have filed this request on following ticket to ACSR, since there are conflict on future platform development, we were requested to file this request on Arc Ideas.
