Trigger uploads to YouTube via API

We are currently sending videos into the CMS via the API because we are using broadcast clipping tools. We are unable to leverage the API to upload videos to other platforms like YouTube.

We would like an API-initiated upload to YouTube when we upload/publish videos into YouTube.

Allow youtube video uploads via import API Merged

When a video is uploaded via the import API, there should be a place in the payload to also tell Video Center to send it to Youtube as well. Updates to that video should also reflect in Youtube as well.
