Frequently when doing a highly-designed page or part of a page we need to have people who are in our organization but not in pagebuilder view and approve the design/layout. The page is not published at this time. These would be senior managers who would not be logging into page builder to view the page. We would like to be able to send them a URL link to the unpublished page to view/approve,

This is an interesting idea. We will need to think through the security implications of sharing URL with users who don't have access to Arc but this can be accomplished by assigning users read-only access.
Depending on how your preview template is configured in PageBuilder and the way your CDN is configured, it may be possible to access the Composer preview URL via your CDN, which might do what you need?
