We'd like to be able to use a chain-level plugin. The chain-level plugin is the same idea as a feature-level plugin, just for a chain.
Currently, feature-level plugins (for features) are possible, but there's an issue with chain-level plugins (for chains). They can be accessed as long as the chain does not have any items in it, but once there are items in the chain, the plugin icon can no longer be accessed.
I uploaded screenshots showing this – you can see that the whole chain wrapper (blue outline, plugin icon, edit button) is visible if there are no items in the chain; but once you put an item in the chain, that chain wrapper (and thus the plugin icon) is no longer visible.
