A user should be able to re-order chains and features (and content if one feature has more than one piece of content) from the WYSIWYG.
Of course, it should be elegant and easy and obvious exactly what the thing you're moving is (chain, feature or content), where it started (zone, chain or feature) and where it's being moved to (zone, chain or feature).
