Add an additional npm script | Feature Improvements & Ideas for Arc XP

Add an additional npm script to fusion engine so that client devs can watch a subset of folders in the bundle

This idea is separated from PEN-I-39 "Improve local development by restructuring fusion cli" as a standalone webpack improvement.
