With "Write" permissions you can:
Create, copy, edit, export Page, import Page and edit Version. Edit existing Templates, export Template and edit Version. Add, edit, move, link Blocks or Chains, update Layout, Page Metadata, Page Content (Global Content Source)
Which is everything except create a template. To allow a user the ability to create a template you must give them the permission "Access Developer Tools". It doesn't make sense to give the user the keys to the kingdom just to be able to create a template. This is not very security-friendly. Especially since there are no logs to see what a user has done.
Please add create Template to the Write permissions for pagebuilder.
