It would be nice to control the tile and application visibility of applications independent of the rest of their permissions. It is sometimes necessary for a user to have permissions within an application (e.g. to access certain data) that manifest in another application.
For example, I might need permission to see certain Site Service data, even without the ability to access Site Service.
