We would like to control the use of tags so that we don't end up with tags like Tom Brady, Thomas Brady, Thom Brady, Tmo Brady, etc. This would cut down on the mis-use of tags and also tags with typos. Ideally this could be a permission on whether a user could enter a tag not in the tag service.

Hi Lynda - this feature is available in Global Settings: Global Settings > Tags > Settings. There is a checkbox there to turn on/off the ability to allow users to create manual tags in Composer, Photo Center and Video Center.
