For SEO purposes, it is recommended to limit the length of the basic headline of a story to 70 characters.
As an admin, it shall be possible for me to configure this maximum recommended length in Composer settings (as such a rule may change in the future) and that the current length of the basic headline is shown to the journalist. The journalist shall also see in Composer how many characters exceed the recommended length when it happens.
The limit is a recommendation and journalist may publish a story with a longer basic headline.
It could also be interesting to have same feature for other headlines (print, mobile, etc.) in case the admin has to respect same kind of constraints for such headlines.

Extra information: the maximum recommended length should also be applicable to the subheadline field.
The max length for the different headlines and the subheadline are independent one from another, ie I can configure different length for each of these fields.
