Human language selector in Composer would be used when there is a segment of text that is written in a different language than the overall site. The need for this feature comes from the need to comply with ADA guidelines.
The user would have the ability to highlight a block of text and then select the language it is written in. It would not need to translate the text simply add an html tag to the text much like you would with a bold or underline tag.
