Prior to the Circulate change, it was impossible for our writers to publish a story to the root (without a section) either on purpose or on accident. Attempting to publish to the root would give users an error that said "cannot generate URL." And this was fantastic for us, because it forced everybody to think about the section they were putting their stories into.
Now, following the Circulate update, publishing to the root is possible. This has screwed up our analytics on a bunch of stories that were published without a section, because one of our templates previously had the root set as the default section (because it was, at the time, impossible to not set a section for a template). We've fixed that, which should alleviate the issue, but I don't want anyone publishing a story without a proper section ever -- either on purposefully or not.
I guess this is technically "new functionality," but again, what I'm actually asking is for a way to revert things to the way they worked for us before.

This is now in Photo Center Galleries with the deployment of the new Circulation Selector (replacing Mulit-site Selector) to Production today. Plans to have the new Circulation Selector adopted by Composer and Video Center by end of Q3.
