Currently in the Compose panel, there is a "View All" button" that toggles visibility of all headline type options (Mobile, Native, Print, Tablet, Web, Meta title). Sometimes the relationship between the Headline and the button is overlooked and the button is not used.
A more-specific choice of button wording (e.g. "View All Story Headlines") and/or visual cue like iconography or outlining may help to make this relationship more intuitive and encourage greater use. User may have more awareness of the interstitial form containing the title options.
