Story lineups change all the time. Sometimes, a story pitched for A section gets bumped off and moved to the B section. However, to do that, we have to decline the booking, then repitch from composer or Websked to the B section, then book. It would be much easier if the booker can just change to whatever section they want without the necessity of the story being pitched.
