My site has a dynamic collection built from a tag. I would like to be able to edit these collections, choosing which stories are on top, which are lower down in the Collections, pin content via the WebSked - Collections.

We are in the middle of how we might improve Collections across the board so I appreciate having this idea. Per your comment in https://washpost.arcpublishing.com/alc/answers/1885 it may work better to have the dynamic content available for you to pull into your curated content.
We are looking at the end of the year for these improvements so please stay tuned. In the mean time, feel free to reach out to me through your account manager if you have any other ideas or questions.
