Thanks for posting this issue in the Ideas portal. I've been speaking with the Content API team and the improvements cited in the ACS ticket are correct: we are in the process of making the postgres upgrades. However, there are several additional steps that still need to happen to address the duplicate notifications.
I'm afraid it will be several quarters before all the pieces are in place. Annoying I know. Nevertheless, the improvements to the overall event stream that trigger these notifications are on the roadmap. So having this in the Ideas portal is key for keeping the end goal in mind and this need at the forefront.
