Display a banners / popup / toast notification in ARC's CMS

We want to display a banners / popup / toast notification in ARC's CMS when we are deploying or performing other maintenance. Would need an API we can consume and trigger those notifications.

When editing an item on the homepage, don't have it auto-refresh until I hit a refresh button. Then when I hit the button please return to the area of the homepage in preview that I was working on. Currently the homepage refreshes and hides the area of the page I'm working on.
