If an author is marked as inactive in Authors they should not appear in the list of available authors you get when typing in the name. It is both disconcerting to the users to see names of people who have left the organization and also makes it error-prone if names are similar and you can choose the departed employee's name. Could lead to legal action if no one catches it before publication.
