Ideas for Arc XP

When a user creates a Seach, such as all stories in a Workflow State (First Read, Copy Edit etc) but they want to exclude specific Sections - there is no way to do this. Our speicifc use case is that our site covers different countries. The Content is identified by section. We would like to be able to exclude by section
