Add an Upload Image permission for Photo Center. Disabling this should allow the users to select photos from image selector on Composer, Video center etc. But the user will not be able to upload photos directly in Photo center or via Image selector.

It seems like there was a similar ask earlier - https://ideas.arcxp.com/ideas/ANG-I-67.
