Ability to search by Arc ID and have Arc ID visible on Websked Story Card and Plain Text List

As an editor, I would like to be prevented from overwriting someone else's pitch

If I load the single story view, go an edit the file and then come back, I have have no way of knowing that it's been pitched by someone else.

Allow Update Section ID or Delete a particular Section From Websked -> Publication Config

We've lots of sections under one publication (Websked) We found that the "Remove Section" button is not functional currently, and we cannot update the Section ID nor Hour of day for particular section.
