Allow custom social handles in Author profiles

Similar to this request https://ideas.arcxp.com/ideas/SB-I-495 but more open-ended. We'd like to be able to add any emerging or relevant social platform to Author profiles via admin control so anyone in our organization could include it.

Today, one way to search for a tag in api tags is only by prefix, which makes it difficult to create a search system because the user needs the exact name of some tag. My suggestion is to have a similarity search as the "term" of the api tag version 1.
