Display a banners / popup / toast notification in ARC's CMS

We want to display a banners / popup / toast notification in ARC's CMS when we are deploying or performing other maintenance. Would need an API we can consume and trigger those notifications.

Add the possibility in custom fields that they can be moved with drag&drop

It would be useful to be able to manipulate the position of the custom fields, beyond their data type, in the page builder editor. Currently PropTypes.list allows drag&drop between its elements.
