We should be able to regenerate URL(s) when scheduled publishing happens.
Use case:
1. Article is created/circulated and published via Draft API.
2. Same article is modified via Draft API and scheduled for future publishing via Content Ops API.
3. Time came and article got published by Content Ops.
If we see the article now,
Article's URLs are not regenerated, and holding old URL(s).
As Content Ops API does not support URL regeneration or circulation. There is no way to automate this process.
So there should be a mechanism to tell Content Ops API that URL should be regenerated or circulated.
