When clicking in a text element, it's great that the floating toolbar offers H1, H2, bullet lists and number lists. Editors have expressed interest, given how much we use H3 and H4, to add those as well, as a time-saving device.

We would much prefer not have H1 and H2 even available to editors. H1 is predetermined as headline, and H2 as subhead. Editors should be able to only add H3 and lower.
