In Composer 1.0, users who did not have unpublish permissions could still reschedule a scheduled story for a different time or date. In our workflow, scheduled stories are very frequently rescheduled, and this allowed a wider user base to have that permission without giving them rights to unpublish, a feature we feel should be used very sparingly.
