PB - Sections/zones in layouts should be suppressible per output type

Use case: The right rail section/zone of the homepage is not supposed to show up on mobile. Better than hiding the HTML would be to not output any HTML in the first place.

Specific permission for preview a story in Composer, not tied to publishing rights

It would be great to be able to grant preview permissions for preview stories in Composer but still keep publishing rights separate. Now, if you want a user to be able to preview a story but the user has no publishing permissions it is not possible.
