Support data sync api on non-default MX

Now the MX is released, we need to have a way to sync our non-prod secondary MX with our prod secondary MX. This allows our developers to work with the same configuration as prod when developing and testing.

Ability to put any image from PhotoCenter onto a livestream

There's a size limit of photos that can be attached to a livestream, an issue that causes long delays when building a livestream, especially when it's a breaking news situation.
