Currently site restrictions is only implemented for story, video and photos. However, there are some instances where restricting a photo gallery would also be pertinent.

As an editor, if I am creating gallery filled only with photos allowable on my site, I would want to make the gallery restricted as well so that...
- If an editor from another publication programs that gallery on a section front, an empty gallery does not render.
- If an editor from another publication programs a story with that gallery in lead art on their site, an empty gallery does not render in lead art.
