As an editor, I want to make the planned ready time as a required field. At the same time, if any story's planned "TBD", I want a radial button available so the reporter can select it and distinctively mark it as "TBD". I don't want some who forgets to put it in and his story shows up as planned time "TBD". This will create confusion for my planning.
