Email the admins when a new token is added

The only way to tell when new access tokens are added is to periodically run a manual audit. It would be helpful if all the people in the admin group could receive an email when a new token is added, so we can quickly detect any unexpected issuance.

Allow Type selection in Broadcast>Video Upload

As a producer, I need the option to select Type when uploading a video from a mobile device to Arc Video Center. In tests during a demonstration, videos uploaded via Broadcast were auto-assigned a Type which are not assignable by a producer.
