Permit an admin to create global saved searches, so individual users do not need to duplicate efforts by building identical queries; allow admin to add/delete/update these global saved searches; deploy them globally or to individual users based on roles or other criteria.

I'm sorry this is a long time coming.
We are reworking how Searching and Filtering works across Arc. The ability to have a "Global Saved Searches" is one of the ideas we are pursuing. We'll provide more input as we get closer to developing.

This would be great, or as an alternative, if one user could share one or more of their saved searches with another.
e.g., I right-click on one of my saved searches, select something like "send to another user", then a list of users pops up. I click on a user, and then that user also has that same saved search.
