When a user creates a saved search, it is automatically added to the bottom of the user's list of saved searches. There is no ability to reorder the list of saved searches or move searches up or down on the list. The only way to reorder searches is to delete them entirely and re-build them.

I'm sorry this is a long time coming. We actually have some a more detailed solution being discussed in https://ideas.arcxp.com/ideas/WS-I-318 so I'm going to consolidate this discussion there.
